INQUIRER FILESMANILA, Philippines mdash; Over 1,400 residents in Surigao del Sur voted for the creation of Barangay Guinhalinan in the municipality of Barobo, the Commission on Elections  Comelec  announced on Sunday.In a statement, the Comelec said there were 2,574 voters in the province, but only 1,459 individuals voted.
